Montreal, February 17, 2004 - Montreal-based Vircom, developer of Modus secure messaging solutions, released this week an important study on recent international anti-spam legislation efforts. Vircom experts have interviewed 5 predominant messaging experts and government officials to get their opinion on the legal aspects of spam and the efficiency of anti-spam laws worldwide. Their conclusions are presented in this study, named Can Laws Block Spam?.

An international perspective

What distinguishes this study is that it creates a parallel between three very different legislative approaches says Anne P. Mitchell, Esq., President of the Institute for Spam and Internet Public Policy. It sheds an unbiased light on the strengths and weaknesses of various legal initiatives, and helps people understand the important role governments have to play in the resolution of the spam problem.

As a secure messaging software developer, we feel it is part of our duty to take an active role in the international effort to solve the spam problem, not only by creating efficient software solutions, but also by contributing to the exchange of ideas says Sylvain Durocher, president and founder of Vircom. This study is a good example of Vircom's involvement with world-class experts and legislators to free the Internet of unsolicited and malicious e-mail.

Recommendations

This document also presents a series of recommendations to ensure that spam laws prove efficient against the increasing flow of spam and that the Internet community takes the proper steps to support the enforcement of such laws. There is no room for naive nor willfully ignorant blunt-force marketing says Neil Schwartzman, chairman of the Canadian branch of CAUCE and contributing expert for the study. Furthermore, those with flagrantly exploitable security issues, running a system without a firewall, nor anti-virus and anti-spam protection are invariably hurting others. They must be taught to get their respective houses in order.
