"This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator."

This is the message I get when I try to open "Add or Remove Programs" or "Security Center" in the Control Panel.

I'm cleaning my friend's computer, ran spybot, ran avg, panda, and antivir (just to be on the safe side). Fixed the restrictions on the registry and on the task manager, and made the control panel appear. But I can not figure out how and where to change the permissions on this. Any help would be greatly appreciated!
