I did a few things and it started working. I'm not sure which combination it was, so just try each/all of them, trying to restart BITS each time:

Make a .bat file with the following entires:
regsvr32 oleaut32.dll
regsvr32 jscript.dll
regsvr32 vbscript.dll
regsvr32 msxml.dll
regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 cryptdlg.dll

Make sure the following services are running and set to local system:

Cryptographic Services
Distributed Link Tracking Client
Distributed Transaction Coordinator

Remote Procedure Call (RPC) (Obviously... Smile )
Remote Procedure Call (RPC) Locator

Hope this works, or maybe I just got lucky... Very Happy

See ya,

Every little bit helps, since there are a million combination
of problems -- and a million solutions...

Is there a reason for this to keep being bumped?

Yes - several:

1.) It's one of the most viewed posts on this site (22,300+ viewings as of
this writing.

2.) Over 2,000 people (as of this writing) have downloaded the zip file to
fix their problem(s).

3.) As I regularly post notice of this on the microsoft.windows.update forum
(and others), I've received countless 'thank you's' (on there and here and
in private PMs), from people being directed in those posts by me to Castle Cops
(there's even one on the MS forum as I write this, but there have been
a ton of others too over seven months).

4.) This was one of the posts unlocked by Paul a very long time ago at
my request, because (among other reasons), who knows how many ppl. have
kicked in money to become premium members because of this (and other) posts.

5.) If you'll notice (just in this thread alone), other people have contributed
their findings (which I incorporate into the original by editing it). The more
peoples' input, the better the result.

6.) Since ppl. ask me about this all the time, I bump it up regularly, so they
are able to find it much easier.

7.) If you read the beginning of the original post, you'll see where I mention
that I wrote this (and other posts) to 'give back' to a forum, which has helped
me out on various occasions...

8.) ...And in the end, isn't that what this forum is all about? Helping other people
with their problems.

I don't have have any problem with that and in seven previous months, nobody
else has either, but I gather by inference that for some reason, you do,
for which I can't imagine why you would...

The only problem I see with that is nobody would be able to offer any
more suggestions/tips/advice/experiences, etc., which I could then
incorporate into the original post (by editing it).

Thanks for the offer though - I appreciate it anyway. It's no problem for
me to bump it up every once in a while -- only takes a few seconds.
