If you don't know what a SURBL is (it is not the same as an RBL) let me just say I think it is one of the best anti-spam ideas around!
I am fortunate that my ISP uses software (no names, I am not selling stuff) that implements a SURBL scan on all email and leaves flags in the headers (which I can filter thru MWP) but I feel other users of MWP would benefit dramatically from adding this option.
SURBL's are quite different than RBL's and extremely effective (detects 80-90% of SPAM with less than 0.05% false positives). Based on my own experience I can say I have NEVER had a false positive SURBL check in 6 years with my ISP
and I get 300-600 emails daily! (mostly spam of course)
The key difference between SURBL and RBL systems is that SURBL's test URI's in the body of the email (ie: the actual advertisers' websites) instead of testing the SENDER in the header (which is usually fake anyways). Another key difference is the way the blacklist data is accessed is extremely fast, dramatically faster than typical RBL processing.
The downside is that this will obviously require a completely new module in the codebase (ie: MAJOR EFFORT).
