I gotta figure that the more presence/traffic the site has, the more participation there will be. It's just a painful growing process, but it will happen/is happening................slowly. People just have to realize that there is something here worth sticking around for and that they have something valuable to add, even a little humor now and then. Things will continue to get better, but you cannot speed up the rising of the cake. It has to do so on its own on its own time schedule.
