Good Morning,
When download any file, you can continue to use your computer. I do it all the time. Quite often download more than one file and browser the internet at the same time.
While downloading, depending on your connection speed you may notice a slowdown when using your browser on the internet during the download; surfing in turn could also slow speed of the download but not by much. Like I said I do it all the time.

For a big download, I won't continue using the computer. That's because I use a download manager.
Using a download manager will take up quite a lot of bandwidth as well as resources. On a fast computer, the slow down is not noticeable, but you may notice that your surfing speed slowed down (either by a little or by a lot, depending on how much you have).
However, if you don't use a download manager, you can continue using your computer. The only disadvantage - it takes hours to finish. With a download manager, you cut down the time needed by a lot.

Download speed has little to do with the speed of the computer. It's the speed of your internet connection that affects a download. There are other factors, downloading from a heavily loaded server can really slow things down. The download server may impose a bandwidth limit.
Using a download manager splits a file in to normally four or more pieces. Each piece is download via it's own connection which depending on you connection can be an advantage. The bottom line depends a lot on your bandwidth, you can only squeeze so much through the data pipe.
It really does not matter if you use a download manager or not. You can continue to use your computer. If you are not using the internet during the download, then there is very little, if any effect on the download. As I already mentioned I use my computer all the time while downloading. This also includes when using a download manager.
