I wound up here by googling my problem (malware infection that kept me from accessing Control Panel, then malware removal, but even after removal, I was still unable to access Control Panel). Your app and instructions worked like a charm.

Thanks SO much for that APP. It worked a treat. Control Panel
is back. Your a legend nosirrah.
This happened after i got infected with the spysheriff trojan.
I still cant access the symantec website or use their liveupdate
tools.
But at least i have access to control panel again....

BTW if you are having trouble with security sites then your hosts file is likely compromised .
It is located here : C:\WINDOWS\system32\drivers\etc\hosts .
Delete that file and try again . If you have used a hosts file in the past you will have to rebuild it .

Removing the hosts file did the trick. I completely forgot about that one.

I am 2 seconds away from taking a hammer to my pc. i have windows xp and i have been receiving this message "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator." i have carfully read all of the above posts and done exactly what was suggested, but NOTHING SEEMS TO WORK. please help

hey.
i know how you feel.
This happened to me last week and it took me a while to fix.
Firstly, i got slammed by the spysheriff trojan virus....
this has the abilty to do lots of nasty stuff.. including restricting access
to control panel, amongst other things.
So, you need to check your virus software and get rid of any virus, malware etc, as this virus has the abilty to replicate itself, set up a user account (admin) to restrict access to your desktop.
Once you have successfully done this (norton got rid of the virus, there are other virus tools that will do it too, but norton did not remove the restrictions the virus has imposed on me)
What i then did was to run the registry reset tool that is mentioned above by nosirrah. follow his instructions to the letter. when you reboot, the registry file that was set by the virus will be reset and you will have access again.
But it wont work until you are sure you have nor virus's (that was my problem initially)
Hope this helps....
one other thing, try and run the tool HIJACK on your machine to ID any processes that might be malicious too.
Be patient... im glad i didnt take a hammer to my PC in the end.....

i dont know what i am doing wrong or what else i need to do.
i first ran spybot a few times until it came out "clean"
then i ran ad-aware until it came out "clean"
i even ran each program in safe mode a few times.
than followed nosirrah instructions to a T but i am still getting an error message when i try and access control panel
the message says "THIS OPERATION HAS BEEN CANCELLED DUE TO
RESTRICTIONS IN EFFECT ON THIS COMPUTER. PLEASE CONTACT YOUR SYSTEM ADMINISTRATOR."
I dont know what else to do.
i have also lost sound to my computer, changed the speakers and still no sound. i dont know if the sound is due to this problem or something completely different i need to deal with.
i would like to thank you in advance for any assistance provided.

I had the same thing to happen me last night. After spending three hours with tech support through HP, I had to do a deconstructive recovery on my computer. It cleaned my computer back to the original factory settings. I am thinking this is a virus that effected my computer.

yo man, i did w.e u told me to, download the thingy and stuff, and it worked, except tat thers one prob, i cant seem to put pictures as my wallpaper, i cant put anythin on my wallpaper, all i can do is set it as a colour. I'd liek to have it as a picture. Any help would be great. Especially from Nosirrah cuz he helped fix my other prob, thanx man!

i also removed and checked for virus's sometiems it says i have 0 virus's then the nxt it says 29 infections, how do i completely remove these virus's, and also fix the problem i have setting pictures as my wallpaper. I can access Right click and properties on my desktop but it seems that the wallpaper part is locked because its shaded in grey. plz any help wit this would be great, thanks.
