DVD Drives reading backwards (E as F, F as E:)

I added a DVD Rom to my computer. However, it is reading the top drive as F (the ROM) and the bottom as E: (burner). HELP!! I pulled them out and looked at them and the ROM is set as CS and burner is set to slave. Should I set both of them as CS?

could try and set it to that it might work or set them both to slave or one to master and the other to slave
