I've gotten lots of those spams with only a phone number instead of a URL. Today is the first time I've gotten a phishing scam like that:

Oh, if it had been a toll-free number, I would have called it. And if it were automated, I would have left the phone receiver on the stereo speaker so it could leave a nice long message.

Yeah, I think the article was aimed at novices who might call the phone number in the spam and trust that it belongs to the institution as claimed.
Apparently you aren't the only one to notice the beginnings of phishing via telephone.

Oh, I found a great link:

You enter the area code and prefix and it tells you what telephone company controls that number.

That's a good one, but it isn't specific enough when multiple carriers handle the same prefix and area code (i.e. 555-555-xxxx).

This doesn't take into account voip services that allow custom phone numbers, or anyone else that the local company has given control of the number to.
