Depending on your browser, there are a number of similar software products that work on W98SE.
If you are using IE, try Sitehound:

If you are using Firefox, Netscape, Flock, or Lolifox, there are similar W98SE compatible toolbars available from McAfee SiteAdvisor, Sitehound, Google Safe Browse, and Netcraft:

Using my IE6 Browser I had downloaded this
http://www.firetrust.com/en/products/sitehound however, on reboot I found I had lost ALL navigation tools and address bar; to recover them I have had to remove the sitehound from my computer; can anyone advise what I may have done wrong to lose ALL navigation including the adddress bar and the normal icons etc at the top of a web page

Before making the above-mentioned suggestion I installed Sitehound on IE6 on my old W98SE machine and the installation went flawlessly.
Perhaps some of your toolbars were unchecked under "View" or were packed together as occasionally happens.
