Is WGA included in Windows XP SP3?

It's not included in Windows XP SP1 and XP SP2, but what about XP SP3 (currently in a public RC version 3264)?

There's a 30 day grace period after which you'll have to enter a valid code and activate the system. See:

Versions (activated or not) up to SP2 come without WGA. That's why if you go to Windows Update, etc., it asks you if you want to install WGA. You can just choose no and leave the site. My question is does SP3 install WGA without asking.
