Visual Basic Enterprise 6.0

My son has an Acer Aspire 5100 lap top. He is running Vista Home Premium.
He decided to use his laptop for his Computer Science 20 Class, and so he brought it and installed Visual Basic Enterprise 6.0 onto it (Cause he has vista apprantly that version works better with vista) and since then his FPS when playing WOW wont go higher than 6,

He can't even blame the server because when he loads up WoW the log in screen laggs and the animation of the swirling portal skips and acts all choppy. He's tried Ctrl alt Del and turning off all he can he even downloaded this end-it-all program that stops all uncessesary processes from running on your comp, uninstalled all old games he can, deleted his internet history and went into msconfig turned off unneeded start up programs and did a restart leaving it for a while to fully start up, then logged into wow waited about half an hour while still the framerate would go no higher than 6

IS VB causing this?

Well he even uninstalled VB and the game is still virtually unplayable.

I know that WOW has their own tech support but they don't seem to have an answer.
Is there a chance that he did not unistall VB completely? If so where would he look to make sure it is completely uninstalled.

Or is there a chance his video card is not working right?

I don't know what 'WOW' is, but it sounds like a game, so I wouldn't worry about it. To ensure that Visual Basic is performing correctly, make sure that the latest service pack is applied; download from http://www.microsoft.com/downloads/details.aspx?FamilyID=9ef9bf70-dfe1-42a1-a4c8-39718c7e381d.
