After running a boot time defragment using Diskeeper on my upstairs computer, along with a boot time CHKDSK, many invalid security descripters were found and "Fixed" (This was in CHKDSK). When I restarted, and after an abnormal 5+ minutes of loading the desktop, the start menu would not appear, and many processes/services werent loading.
I went to services.msc using ctrl+alt+delete and almost ALL (only a handful started) of the services were disabled, and most of them said Error 1068: The dependancy service or group failed to start, and trying to enable the Remote Procedure Call told me Error 5: Access is denied. Im scared that something happened to my computer during the defragmentation and now i can't open my defragger because the service wont start, and iexplore.exe won't open so I can't try to download any programs to fix it. Safe Mode showed the same thing, even when logging on as administrator. System Restore service is stopped and cant be enabled, nor can any other. I have access to regedit and other tools but no information off the top of my head can help me at this point.
I dont know if any other problems were occuring but these are the only things I can even see at this point. PLEASE help me, I can't afford to format my hard drive again. It's crucial that this gets fixed soon. Thank you for reading!!!

Thanks anyway guys, but I managed to fix it myself.
What I did was just put in the Windows XP Install CD and repair my installation of windows. I did have one minor issue where it kept booting to safe mode even when I pressed start windows normally, probably an issue from the already damaged copy of windows. I fixed that by going to the recovery console using bootcfg /add (What a great tool!) and taking off the safeboot flag. All of my information and settings were kept luckily.
At the least I should keep this bit of information under my belt for the future. You can lock this thread now.
