I have Windows XP. I can access the internet. That's about all I can do. I cannot access any of my desktop icons. I cannot even access a system restore or the help and support section under my start menu. It will let me click on the icon, give me an hourglass symbol, but that dissappears after a few seconds. Any help would be appreciated.

Can you reboot the computer? If you can't do it through the "Start" menu try Control-Alt-Delete (at the same time). If you can bring that up there should be a reboot option. If even that doesn't work, I would just hold down the power button til the box shuts off. Occasionally I have to do that, too.
