Toolbar Menu Greyed-out after being hijacked

In IE or Windows Explorer, when I click View-Toolbars or right-click anywhere in the menu line or toolbar areas, the toolbar drop down menu is all greyed out.

This problem may have started when my Explorer was hihacked by ISearch. I was able to uninstall ISearch but that's when I noticed that I had no control of the toolbars anymore.

SpyBot didn't fix the problem. I'm about to format the hard drive and reinstall everything.

I'm running XP Pro, Media Center Edition and IE6 SP1 with all recent hot fixes.
