This is probably not related to anything on your system but a function of the connection between your home and the ISP. Two dialed calls to the same number made in succession take vastly different paths from point to the next. I have a similar problem with connection speeds. Sometimes I get 49.2 or 52 kbs on the first dial. Sometimes it takes multiple tries. Incidentally, if I connect at too low a speed I see exactly what you are probably seeing with my computer sending out data and no reply coming back. Unfortunately the telecommunications involved in troubleshooting something like that is horrendus.
